This is a 360? protractor on a triangular, clear plastic base. Sometimes called “navigational squares” they are usually used as a pair, sliding one against the other across the chart. They are popular in Europe, Asia and in the USA where they replace the parallel ruler, more common on British and Commonwealth vessels.
